How to use it
- 1 Add your photos. Drag JPG, PNG, WebP or HEIC files onto the box, or tap choose files. You can add up to 10 photos, each up to 10 MB.
- 2 Put them in order. Use the up and down arrows next to each photo. Photo 1 at the top becomes page 1. The cross removes a photo.
- 3 Pick a page size and margin. Choose Fit to photo, A4 or Letter, then a margin of None, Small or Large.
- 4 Create and download. Tap Create PDF. When it says Done, tap Download to save the PDF.
This photo to PDF converter turns a stack of pictures into a single PDF without any upload. It’s handy for receipts, homework pages, a set of whiteboard shots or anything else you took on your phone and now need to send as one file.
How the photo to PDF converter works
Each photo becomes one page, in the order shown in the list. The page size setting decides the shape of each page:
- Fit to photo makes every page the same shape as its photo, so there are no white bands. The long side matches the height of an A4 page.
- A4 and Letter place the photo inside a standard page, scaled to fit and centered. A landscape photo gets a landscape page.
The margin adds a white border of None, Small or Large around each photo. Small looks tidy on screen; Large leaves room if someone will print the PDF and punch holes in it.
One photo comes out with the same name as the photo, ending in .pdf. Several come out as photos.pdf, which you can rename after downloading.
Privacy: your photos stay on your device
The PDF is built by code running inside your browser tab. Your photos are read from your device, stitched together in memory and handed back as a download.
That matters when the photos are of a lease, a medical bill or a pay slip. Nothing goes to a server, so there’s no copy sitting in someone else’s storage and nothing to request deletion of later. Closing the tab clears the photos from the page.
Limits
- 10 photos per PDF, 10 MB per photo. Anything over 10 MB is skipped, and the page tells you how many.
- JPG, PNG, WebP and HEIC only. Other files (GIF, TIFF, RAW) are skipped with a note. Export them as JPG first.
- Phone browsers have less memory. Converting 60 large photos on an older phone can be slow. If it struggles, do 2 batches of 30 and join them with the merge PDF tool.
- Big photos make a big PDF. Because every photo keeps its full resolution, the PDF ends up roughly as heavy as the photos added together. If it’s going by email, run it through the compress PDF tool afterwards.
Tips for a cleaner PDF
HEIC from an iPhone. iPhones save photos as HEIC when Settings, then Camera, then Formats is set to High Efficiency. You don’t need to change that setting: drop the HEIC files in and the tool converts them. If one won’t open, share it from Photos as a JPG and try again.
Get the order right before you add them. The list follows the order you add files. Selecting the photos in order, or naming them 01, 02, 03, saves a lot of arrow-tapping.
Photos of paper look like photos. A picture of a document carries the table, the shadow of your hand and a slight tilt. If you’re turning paper into a PDF, a scanner that finds the page edges gives a cleaner result; our guide to the iPhone scanner to PDF compares the options.
One photo on an iPhone doesn’t need any tool. The Files app and the Print trick both make a PDF from a photo. The save photo as PDF on iPhone guide has the exact steps.
On your phone
Scanpaper does the same job on iPhone and Android: its Photos to PDF tool turns JPG, PNG, HEIC and WebP pictures from your library into PDF pages, and its camera scans paper directly with live edge detection and auto capture, so pages come out straight and cropped. Page size can be fit to scan, A4 or Letter. All of this is free; the free tier holds up to 3 documents, and its PDFs carry a small “Scanned with Scanpaper” line in one corner.
Frequently asked questions
Are my photos uploaded anywhere?
No. The page builds the PDF with JavaScript inside your browser tab, so the photos are read from your device and the PDF is written back to it. There's no account and nothing to delete from a server afterwards.
Can I convert iPhone HEIC photos to PDF?
Yes. Drop the HEIC files in with any JPGs or PNGs. The tool converts each HEIC to a JPG in your browser before it goes into the PDF. HEIC files show a small HEIC label instead of a thumbnail in the list, which is normal.
How many photos can I put in one PDF?
Up to 10 photos per PDF, each up to 10 MB. If you have more, make two PDFs and join them with the free merge PDF tool.
Will the photos lose quality?
Each photo keeps its full pixel size. JPG and WebP photos are re-saved at 92% JPEG quality (that's also how the tool puts them the right way up), and PNGs stay PNG. At normal zoom the difference is hard to spot.
Does the PDF get a watermark?
No. The pages show your photos and nothing else. The only trace of the tool is the 'creator' field in the PDF's file properties.
